Default Bit of help altering .dds files

Hi guys, mostly my question relates to the program. I'm a photshop n00bie, and was wondering if there was a way to insta color the background frames and window borders of the .dds EQ2 image files. Up to now all I know I can do is say paint pixel by pixel each window ... hehe, wondering if there's a way to just convert all window borders from their golden hue to say bright neon green?

To a certain degree, yes. Under Image > Adjustments > Hue and Saturation you can change color tones for either the whole image or for your current selection.
