Patch Notes link in menu

The Patch Notes page on this site that shows the notes from the EQ2 patch on our site now downloads the notes to our site and caches them every 15min. This is so those of you behind strict firewalls can now read the offical patcher messages from our site. You still need a browser that supports <iframe>.

This was requested by a few a long time ago when the feature was added.
