Solution:
The updater cant connect to the internet, you must allow the updater to connect to the internet. The most common problem is a firewall that is not set up properly.

Unfortunately, for those of us who don't know how to "fix" the firewall this isn't enough.
I'm using Norton Internet Security's firewall and it autoconfigured itself to allow two-way connections to the internet whenever the updater runs, but this alone isn't enough to allow the downloads to work.
I also have the option of creating a trust to allow specific IP addresses connection with full access to my computer, but I can't find the IP Address to configure the trust with. Unfortunately, Norton only lets me use IP Addresses and IPv6 addresses, not URLs. When I try using ping on the URL address buiit into the updater, the one you get when you click "EQ2 Maps" icon at the top of the dialog screen, I get a time out message, so either that address and who know what else, is out of date, or the address is being blocked so I can't even look it up (Chicken and the Egg problem). To test that the URLs are up to date, I downloaded the lastest version of the program and reinstalled it, but I'm still getting this problem, so either the address is still out of date, or I'm stuck.
