OnHoverIn with Clock!

Can one of you genius's modify the Clock interface so that when the mouse hovers over it it will display /time in a little box? Like a floating lable box?

We cannot do anything with tooltips except add plain-text ones with 100% static, predetermined information, meaning what we can type into a text editor without any input, alteration, or additions from the game.

Even if we could, we can't access the game's /time command information from the UI.
