Too-Short version: Here you go, a 5-second change.
Short version: It's a lot more work than it looks. Here's all that can be accomplished without spending an hour or more checking and re-checking every object in the window.
Long version: There are properties called PackLocation and PackSize. These control how an object changes location and size when you resize the window it's in.
The SOE employee that created the tradeskill window did a very... I'll say "sleep-deprivation-and/or-beer-influenced"... job in setting the PackLocations and PackSizes in that window.
Doing the 5-second change to make it resizable results in something that you'll probably never want to resize. I've attached said 5-second mod to this post so you can see first-hand what I mean.
As for doing the complete job to make it resizable without altering any visuals or layouts and making it actually look good when you resize it? Again, it would probably be an hour or more of tedium as you would have to check and alter 2 text properties on almost every object in the window. A lot of work for small payoff that will still have problems due to the way all the very-different parts of the process share the same window. I don't consider it to be worth the effort (someone would have to pay me (a lot!)), and I think something similar is felt by others who have beheld the true depth of the task.
