Inventory Slot Reference

Anyone know what the XML command would be in an XML file to add to a switch/button the ability to activate/use my horse whistle which is NOT equipped, but in a certain inventory slot all the time?

In short, a command to activate/use whatever is in "n" inventory slot number that I can add to a button. Sorry, I am not into UI dev. so not about to read pages of instructions, just need help with this one thing. Thanks.

There "is" a / command for some inventory stuff, but here's the problem.

Slots don't seem to be numbered in a sensical way... each item seems to get a temporary slot number (be it in a bag or what) and that seems to change real quick.

Every experiment I've done with stuff like /inventory have all been confounded... If I *did* figure out just where an item was by trial and error (using /inventory examine #) then it didn't seem to work a second time.

Okay, well I guess the horse whistle will have to stay in the end of the third hotbar then, thanks for the info.
