The chat input line is controlled by your Frame and Titlebar settings. Right-click a chat window and go to Window Settings, then choose Frame Only or None from the dropdown. Either of those choices will give you back the chat input line. If you're still not able to type, right-click the chat window again and choose "Always chat here."
