This is probably coming from the URL Helper feature running from the DarqUI Notifications app (system tray icon near the clock).
When you start up EQII, the URL Helper opens the most recent character log to begin checking for URL strings to display in the default browser. You may get this message if the log file has become extremely large.
Check the log size of your most recently logged-in character. It can be found in EverQuest II\logs\<server>\eq2log_<character>.txt. If it's really huge, you can rename, delete or move it somewhere else and the game will create a new one.
Please post again if this doesn't stop the exception. If you need to disable the URL Helper, you can do so in the Notifier settings.
