The game designers have access to all info of course, but they can choose which bits are exposed to UI authors. If you look in the
\UI\Default\eq2ui_gamedata.xml file you can see the values we have access to. Hotbar spell info was removed in the 3/30/2021 patch. Maintained spell timers still work because that's a different set of values.
Everything that could possibly be done wrong was done with the default cooldown timers: too small, too much precision, overlaps keymapping text, requires keymapping text to be displayed, can't be customized. According to
this thread, the timers will be fixed today. We'll see what they mean by "fixed."
