How to move target window?

My target window and Target of Target window overlap a little. But I cannot figure out how to move the target window. I get the little cross thing when I point to the window, but all it does is turn my character when I try to drag it.

EDIT: nevermind. the moment I asked this question I thought about the click through option. Disabling it let me move it.
