Mook Hotbar update for EoF

I was requested to update the Mook hotbar for the IconBank change. It looked easier to restart it from scratch, so I did.

-Deadspace removed.
-Unlike in the previous version, the "spinner" is aligned with the left center. The iconbank swaps places with the spinner when the spinner isn't visible now. It still covers up part of the icon when visible.
-Go to window settings and show/hide the Frame to show/hide icon text.
