This is a complex bug that some are having. My theory is that one way the bug occurs is if you bypass the resolution options screen that you get only the very first time you log on (before you get into game). Somehow the eq2_recent.ini file can get bugged and cause the chat window issues. Some folks have had success by deleting that file and choosing a few settings when that screen pops up during log in.
1. Delete eq2_recent.ini.
2. Log in and be sure to set a resolution on that option window that pops up.
This will probably clear the bug and allow you to start customizing your chat windows again.
