Inside you UI\ folder create a folder, for example UIMOD.
"Everquest II\UI\UIMOD"

Copy all the files into UIMOD.

Then edit or create EQ2.ini with NOTEPAD.
"Everquest II\EQ2.ini"

Add these lines:

cl_ui_skinname UIMOD
cl_ui_subdir UI/
