Here's some of the standard EQ2 shortcut commands (note: larger list is located in your EverQuest II directory)
Sounds like you want the ALT+E or ALT+M (FYI, they are normally enabled and to the best of my knowledge my UI doesn't hide these)

Effects Alt + E
