I know this post is very old sorry to bump it, but I tried loading a ui the other day and it didn't work right so I tried to go back to default, and it wiped out all my Quest Journal entries, but said I has 35 quests over the max allowed. Only this that brought them back up and fixed my quest count was restarting the game. Just thought I'd post and let someone know
