Welcome back, Caela. I just tried this again with the default UI and unfortunately it's still working the way you described, using the built-in default cure icons as a test case. Which seems a little strange since monitoring and curing detriments on the tank for example is one of the reasons a player would reorder his/her group window.
This has been reported to me, and I believe to the official forums, since shortly after the reordering feature was implemented. The same mechanism that cures the wrong character also controls which character the DarqUI spells land on. If the game developers will fix the internals, I'm 99% sure the custom spell buttons will work correctly.
