I've been struggling with this for weeks and weeks, tried all the fixes posted here had all the errors, nothing would work.
Just stumbled upon the simplest solution....
I deleted the eq2map_config.cfg file that the installer places in the default EQ2map directory, and it worked
Hope it's that simple for everyone else.
I'm only using .net 1.1, had all the others but uninstalled them all earlier, but even with the fix .cfg file in the directory it works fine.
