To my knowledge the new POI data is not sent by RSS at this time. There is a listing
here, but it's not in RSS form.
I believe there are some free services that check pages for changes and can send change notices via RSS. With that said, POIs are added (and sometimes removed) pretty much every day, so I do not know if such a service would be what you are looking for.
I have not done much work with RSS feeds before, so I cannot say how possible or likely it would be to implement for new POIs.
