They also gave it to clerics as a proc'able temporary buff which gives a chance to flurry for a certain amount of time. Originally it only existed with the Assassin epic weapon. If they've been given AAs for it as well, it would not be surprising. Probably others also have it with TSO.

Here it is three additional hits off of the first melee strike. Oddly enough Matonn also gets a double attack off that first melee attack and then follows up with an attack from the other hand, I imagine. You may seemingly get two to four additional attacks from flurry and missing a flurry will not affect the others. I have not heard of anything suggesting it can be used with ranged attacks.

While double attack has a counterpart in casting spells, I don't believe that flurry does. Not that double spell attack seems to have a DD.
