You can find the key combinations to toggle any window in
Options (Alt+O) > Controls > Window Keys.
You can turn off the game's ability to toggle "important" windows by going to
Options (Alt+O) > User Interface > Game Windows and ticking the box labeled "
Keep Main HUD Windows Visible."
