I don't know about having it done automatically, but with a little bit of in game macroing, you can fake this pretty well.
1. Type: /savehotkeys unstealthed.cfg
This saves your current hotkey configuration to a file in your everquest II directory called: unstealthed.cfg (you can call it anything you want)
2. Set your hotbars up the way you want when you're stealthed, keeping in mind that eq2 doesn't clear blank hotkey spaces. If you've got hotkey 3 as cheapshot for one config, and blank for the other, it won't clear the hotkey, cheapshot will still be there.
3. Save this hotkey set. /savehotkeys sneakyranger.cfg
4. Now, go back to the original set of hotkeys: /loadhotkeys unstealthed.cfg
4. Make a macro! Right click the hotkey that you want to trigger the switch to the other hotbar set, click 'Create Macro...' In the Create Macro window, click 'Add Step'. Type in: loadhotkeys sneakyranger.cfg
5. Hit 'OK' and try it. Now you'll have to make another macro that flips your hotkeys back (you could do it for every ability that takes you out of stealth). loadhotkeys unstealthed.cfg
