The file is currently unimportant. Its purpose is to provide a description of the mod to the /loadui command. Once /loadui is fixed, it will have a purpose, but it will still be okay to just overwrite it with whatever.
Side note to other modders: Please stop including it until it's useable.
Include an eq2.ini instead if anything.
