Not necessarily.
They were changing some things yes, but what if (for example, i have no idea what actually happened) they had some new hardware to run it that suddenly failed? It happens (it has happened to EQL servers before... it's ugly) and when it does there's nothing you can do about it.
Maybe they did 'fall asleep at the keyboard,' but always remember that if you were in their situation, you wouldn't want folks making broad accusations with little factual knowledge.
