Well, the confusing thing is that every hotbar is derived from the same xml file so there isn't any way for us to make one hotbar different from another. I don't normally use Fetish but what have other players said?
It's possible that your server_character_uisettings.ini file is corrupted. Have you tried moving that somewhere as a backup and having the game create a fresh one?
