I'm not sure what you are asking for; A POI that will open the browser to the quests page (possible) or a link on the web page that would put an X on the map to where you need to go( not possible)?
If it is the former; we do plan on doing this but it will be after the new map system that SOE is developing is released.
If it is the later; it isn't possible for a link to interact with UI.
