If you see the Launchpad downloading the same .vpk file every time you play you probably have a cache problem. The cache is saying your .vpk file is out of date each time when it shouldn't.
Try doing a full file scan from the Launchpad, Preferences - Full File Scan - OK, and that should fix it.
