Its not bugged, you just need to read the FAQ for instructions on disabeling tha feature for the one chat window you intend to type in
And yah there's a good chance your settings file was bugged temporarily and it just happened to get fixed when you were swapping stuff around. Or possibly SOE was having issues with chat settings that day.
