Even that file doesn't have to be in the custom UI directory if it hasn't been altered. (There's no copy of it in my own custom UI directory.)
You need only have files that have actually been altered in your custom directory. The game will look first in that directory for every file it needs, and then in the default directory. *NOTHING* needs to be (or should be) copied directly from the default UI directory to the custom UI directory. If you copy files from the default directory, you're just setting yourself up for unnecessary problems when those files are updated later.
