Open up eq2_resents.ini(sp) and you will find options for eq2_width and height for windowed mode ( I can't recall the exact command text). set them to the desired res and it should work.
I was able to resize my eq2 window by dragging the border of using the min/max controller last night while looking up quest and other junk. Granted I didn't look notice what the smallest size was. My destkop res is 1600 x 1024. Just an FYI.
