Did you make the eq2.ini file? Make sure its actually .ini instead of eq2.ini.txt
To do that, you'll have to go in folder options, view, and uncheck hide extentions for known filetypes. That might be your problem.
As for the other thing, thats a separate mod. You have to download it and install it separately. Its called Fetish Nightfall Command Center and is by Krull I think.
