You might take a look at the Goldi Start Button. It has the option you were wanting, like the personal perfromance settings.

If you are lucky, you just accidently closed the that window. Open your Options window, and go to the section listing hotkeys for all the windows. Assign any key to the Implied Target Window, and use it to toggle that window back into visibility. Worst case scenario: You rename your char's *.ini file (to force all windows back to their default location/size).
