I downloaded IrfanView and I can finally 'see' my icons. No photoshop for me though. Its definately a cool tool but a pricy one. My already patched student wallet cant hande it atm.

i didn't pay for photoshop.... 
you could try GIMP (GNU Image Manipulation Program), as it is both free and gratis. there are DDS plugins for it.
