SOE doesn't do that kind of thing.
PVP servers tend to have a high FP-to-Qey ratio because PVPers generally portray more 'evil' characters.
Blue/PVE servers tend to have a higher Qey-to-FP ratio.
In the past SOE hasn't done anything and I don't see them doing anything in the future. They don't help out any side -- if more folks want to play FP, then they let them.
