I have had this problem as well though I'm pretty sure it was in the pre-2.2.5 version so I can't say if I still have it. But I do recall having 0.04 xp at one point and then leveled after the next encounter. I figured that you can't level while you were in a fight or something (which would be new since I left, but stranger things have happened since then) even though the encounter was two seperate unconnected mobs. I didn't actually see the xp go up then down then back up or anything like that though.
