The file you need to look at is

eq2ui_mainhud_experience.xml

and the data comes from

DynamicData="/GameData.Achievement.ExperienceCurrent
DynamicData="/GameData.Achievement.ExperienceBubble
DynamicData="/GameData.Achievement.AvailablePoints
DynamicData="/GameData.Achievement.Points
