They are the same command.
The difference in chat messages depends on if the client can find a path to that loc without passing through solid objects. The repeating directional message is actually a new feature SOE added to work around the problem of trails leading you through walls.
If you play with it a bit, you'll notice the repeating message can sometimes be replaced automatically with a trail if you move closer to your destination
