1.) Sounds like you didn't use my window placements file. (That's fine but it usually keeps these issues from occuring)
2.) You "should" be able to "fix" the issue by going into in game options>user interface>
uncheck "allow windows offscreen".
You may need to log out then back in, i'm not sure...
Another option is to use my window placements by running the window wizard.
