That window piece is "eq2ui_mainhud_onscreenmessage.xml" but if your using mine the issue isn't with the xml file...
You have to remember that the window placement files holds ALOT of information that can really mess with a UI. It's also stored in HEX (Why this was done I'll never understand) but anyway...
That file tends to become corrupt VERY easily.
With regards to the onscreen message, if you attempt to resize it your almost sure to corrupt your window placement file. (only move it never resize it)
Unfortunately the best way to fix those issues is to delete the file and start over.
Best recommendation I have would to use the "Window Wizard" provided in the ThorUI AU and use my Window Placment file for 1280x1024 Full. (This is set for no widescreen black borders not really "full screen")

Tried setting window but nothing happens and the window disappears when the message window stops.
Also the ticket window does not scroll if the message goes beyond the view
