Default Cannot access EQ2.ini file
My Eq2.ini file is in the right directory...

here are the contents of my EQ2.ini file:

cl_ui_skinname customui
cl_ui_subdir UI/

There are 4 folders in my UI folder:

CustomUI
Default
EQ2maps
font
