I should have been more clear.
The "Maintained Spells Window" is by default located on the left side and can be viewed by pressing Alt-M.
This is the one that seems limited to 12 icons.
For DoTs and HoTs it is crucial to know when they fade so that you can restart them and this is very hard to do without seeing the icons.
I know how to add more "Hotkey Windows" and have four myself.
