I don't think that's it.
I also am having the exact same problem.
It started up on Sunday or Monday, after I deleted the ThorUI folder to reinstall some different options on the ThorUI.
I added the
https://localhost as you suggested but that didn't do anything either.
BTW, I also use an ATI video card.
