It's a "fully functioning window", basically it can be moved, resized and has the "window settings" available.
I love your stat bar, although, I removed the unused stats (crush, pierce etc...) and I have it in my lower right hand corner of my screen.
If your bar had the roll over pop-ups corrected and was in a "fully functioning" window it would be even that much better!
