I have tried to contact the developer of this target window

I would really love to have a player window exactly like this target window so that they can stack vertically in the bottom center of my screen. Please if you are knowledgable enough to make this happen your hard work will be more than appreciated. I have tried to figure out how to do this myself but really have no clue.
