Health and Power bars over NPC/Mob heads are contained in eq2ui_proxyactor.xml but these should be working fine with Nightfall and Classic.
There are settings under Game Options/Chat Bubbles to disable those bars. Might check there befor ditching any files. Chances are your friend disabled them by mistake.
