The problem you're having I think is not all the information (like images) arent being loaded. Your eq2.ini only points to the eq2map folder, but eq2maps uses multiple folders like the images one.
I'd recomend wiping out what you have and creating a subfolder like this:
C:\Program Files\Sony\EverQuest II\UI\myui
then install eq2maps to the myui folder
change eq2.ini to show:
cl_ui_skinname myui
cl_ui_subdir UI/
Anything else you'd install or add will go in that myui folder, which is within the UI folder, should work fine
