I figure your talking about the eq2.ini file you wanted me to create.
cl_ui_subdir UI/
cl_ui_skinname Fetish
It is saved as eq2.ini in my main EQ2 folder.

Sometimes UI builder/the game gets wierd about the INI file. Try switching the two lines around and see if that helps.
IE:
cl_ui_skinname Fetish
cl_ui_subdir UI/
