Not possible at this time, unfortunately.
What you can do is make UI scripts that use the /useability command. On my tradeskill reaction command window, for example...
<Button Name="Shrouded Strike" OnPress="usea=clear usea=(Name) usea=(Name)" ...
This will activate the Shrouded Strike ability when you press the button. Unfortunately, it doesn't gray out when you can't use it like the hotbar and knowledge book do, but it's the best we can make at the moment.
