Sorta. The percentage before the " . " is the yellow bar. the percentage after the dot is the blue (bubble) bar. The way the bubble bar works like ... say it reads 25%. This means you have two YELLOW bubbles, and 5 BLUE filled. In other words, the tens place for the bubble percentage returns the numerical value for nearest full-yellow bubble, and the ones place returns the nearest numerical value for the, er ... remainder.
