Yea I have the same problem. I called SOE Tech support and its a known issue that they are working on.
You can try a couple things. First thing is delete your UI settings in your main Directory (server_charactername_eq2_uisettings.ini) and also delete eq2_recent.ini. That is what they suggested to do. Didnt work for me but maybe it will work for you.

Glad to know i'm not the only one. I've dropped down to 2 windows, so i only have to reset one each time. Still a pain.
