I can't imagine a program that could check for mod issues... I suppose its possible but it would have to be so specific that it would be very difficult to write, but then again, I suspect someone around here could do it.
Perhaps something as simple as a place where the mod authors can mark Verified as of Date. And all the mod author would have to do is click a check mark and it would update the verified date on the mod.
